The black plastic apparatus contains the "service" light trigger, an optical encoder driven by the black gear at the bottom. Normally, a spring between it and the broken clear post near the brown wires holds this gear in place driven by the hundreds wheel of the odometer. This could add to the load seen by the odometer gearing, but not much and only during the turning of the hundreds digit.
